Why is my front bumper on Wrangler YJ facing up?

I bought a 1990 Wrangler a year ago. Like all Wranglers it is a rust bucket. It turns out that the front bumper is now facing straight up. I do notice that the front of the vehicle has also been lowered. The suspension has also deteriorated and I replaced the shocks right after I purchased it. Any ideas?

The bumper loosened up when you installed the shocks, reinstall everything.
